What does Downpipe Decat, Euro 3, Euro 4 and Euro 5 – 200CPI mean?

Decat = No catalytic converter at all (more power, not street/road legal).

Euro 3 / Euro 4 / Euro 5 = Emission standards that the catalytic converter meets. The higher the number, the cleaner the emissions.

200CPI = "Cells Per Inch" or the cell density in the catalyst. 200CPI is flow-friendly, but cleans less than, for example, 400CPI.
